Development of Rural Agribusiness(PUAP) is an Agriculture Department program that aims to reduce poverty, unemployment, and inequality between regions and sectors. To support the implementation of PUAP preceded by increased human resource capacity as executor PUAP activities in the field.
PUAP program implemented by the farmers (owners and or tenants), farm laborers and poor farm households in rural areas through the coordination Gapoktan as an institution that is owned and managed by farmers. One goal is to overcome the problems of farmers PUAP the availability of capital, market access and technology. PUAP implemented integrated with Mandiri National Community Empowerment Program (PNPM-M) that proclaimed by the President on April 30, 2007 in Palu, Central Sulawesi .
PUAP implementation refers to the basic pattern that includes education and training for business development, mentoring and provision of venture capital assistance facility which is coordinated by Gapoktan farmers. In fund management PUAP BLM, Gapoktan requires understanding, both in the management of farmers' institutes, means of fund management, creation of business priorities, and design effort agrbisnis including the necessary technology. To address and resolve these problems required the ability of administrators Gapoktan and agricultural extension as a companion in implementing agribusiness in determining the priority scale of business, a design effort, BLM-managed funds as an embryo PUAP microfinance institutions in rural areas, and growth and development of management funds Gapoktan.
On the other hand for the optimization of the duties and functions of Mitra Tani Supervisor in order to support the role and function as an institution Gapoktan rural agribusiness, PUAP facilitate the administration of Operating Costs and Reporting PMT. Two of these components becomes very important to encourage the performance of PUAP so PUAP development goals and objectives can be realized as expected.
The implementation PUAP in West Java province, Center for Agricultural Technology in West Java in this regard as a secretariat PUAP in West Java Province level perform the following tasks:
The terms of funding PUAP West Java is SKPA of Research and Development Center for Agricultural Technology (BBP2TP) that facilitates: a) Cost of Operations Supervisor Mitra Tani (PMT), and secretarial b) Development Gapoktan Location PUAP, and c) Technology Assistance and Supervision Program Implementation PUAP.

Budget PUAP village in West Java by the Minister of Agriculture No. 527 amounted 691/Kpts/KU.340/3/2008 Village / Urban spread in 19 districts and 1 town and 187 districts. Then based on the Decree of the Minister of Agriculture No. 1345/Kpts / KU.340/10/2008, PUAP Village in West Java, plus 94 villages spread across five districts and 53 districts. Thus in 2008 in West Java PUAP implemented in 621 villages / urban village with a total funding of BLM-PUAP of Rp. 62.1 billion.

Number PUAP Village in West Java village continue to grow from 621 in 2008 to 1321 in 2009. Increased PUAP Village is in line with the Minister of Agriculture Decree No. 1192/Kpts/OT.160/3/2009 a set of 700 Village / Village West Java as the Village / Village PUAP BLM grant recipients in 2009. 700 The Village / Village is scattered in 23 regencies / cities and 267 sub-districts in West Java. Most PUAP village in 2009, namely in Cianjur by the number of 103 villages spread over 31 districts.

a. Realization of fund BLM PUAP APBN Year 2008
BLM-PUAP Dana West Java Province who realized the Gapoktan through FY state budget funds. 2008 amounting to Rp. 52.7 billion are used to finance the development of agribusiness: on-farm food crops (33%); Horticulture (9%); Ranch (12%); and Estates (3%). As for the activities of a frame used for off-Industrial Household Agricultural activities (8%); Marketing of Agricultural Micro Scale (Bakulan, etc.) (21%) and Other Business-Based Agriculture (14%).

b. RealiZATION OF FUND BLM PUAP APBN-P YEAR 2008
BLM-PUAP APBN Fund year 2008 amounting to Rp. 960 million are used for the development of agribusiness: on-farm food crops (27%); Horticulture (9%); Ranch (3%), and Estates (6%). As for the activities of a frame used for off-Industrial Household Agricultural activities (13%); Marketing of Agricultural Micro Scale (Bakulan, etc.) (27%) and Other Business-Based Agriculture (15%) .

PUAP Fund in 2009 amounted to Rp. 70 billion is utilized for the development of agribusiness: on-farm food crops (34%); Horticulture (8%); Ranch (12%); and Estates (2%). As for the activities of a frame used for off-Industrial Household Agricultural activities (11%); Marketing of Agricultural Micro Scale (Bakulan, etc.) (23%) and Other Business-Based Agriculture (10%) .

EXECUTIVE TEAM PUAP IN WEST JAVA PROVINCE
PUAP Implementation Team established by the province of West Java West Java Governor Decree. Number 536.5/Kp.492.Binprod/2008. The team consists of offices / agencies the scope of the Agriculture of West Java Province. The team is mandated to perform the following tasks: (1) Implementation of Rural Agribusiness Development Program in West Java, (2) Implementation of coordination in Rural Agribusiness Development Program with the relevant agencies at central, provincial and regency / city, (3) implementation of monitoring and evaluation of the implementation of Rural Agribusiness Development Program in West Java, and (4) Reporting the implementation of Rural Agribusiness Development Program, the Governor of West Java, the Java Provincial Secretary Barat.
